Sevl-bëno Bî (/ˈɘʃè/ /ˈbëno/ [beer] [author; writer]) is a subtropical Town located in the Sihîlêsê Zone of the Union of Engineers.

The name Sevl-bëno Bî is derived from the Iron Elvish language, as Sevl-bëno Bî was founded by Jó̄y Yó̄y 'Cutie Munch' Ca̋nvé̄y Ya̋sh Joú̄sh Fyèlêmë Gadshèbm, who was culturaly Iron Elven.

Climate

Sevl-bëno Bî has a yearly average temperature of 29°C (84°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a warm 26°C (78°F). Sevl-bëno Bî receives an average of 228 cm/y (89 in/y) of precipitation, most of which comes in the form of rain during the summer. Sevl-bëno Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 4262 m (13982 ft) above sea level.

Overview

Sevl-bëno Bî was founded durring the late 14th century in winter of the year 1296, by Jó̄y Yó̄y 'Cutie Munch' Ca̋nvé̄y Ya̋sh Joú̄sh Fyèlêmë Gadshèbm. The establishment of Sevl-bëno Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Jó̄y Yó̄y 'Cutie Munch' Ca̋nvé̄y Ya̋sh Joú̄sh Fyèlêmë Gadshèbm struck deals with nearby nations and communities to establish Sevl-bëno Bî as a prison colony.

Sevl-bëno Bî was built using the conventions of Iron Elven durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Sevl-bëno Bî is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Sevl-bëno Bî is was constructed arround several restrictive flagstone mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Sevl-bëno Bî's size could have. Sevl-bëno Bî's well-designed, yet cheep has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.

Right off the bat Sevl-bëno Bî hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. This wealth has brought the town nothing but neurosis, if you can believe your eyes. Everyone acts as if you’re out to take a piece of them. Every door is locked and every window barred. Efforts are made to make you feel welcome, but only in the public areas of the town, particularly the market.

Civic Infrastructure

Sevl-bëno Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Sevl-bëno Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Sevl-bëno Bî's parks.

Sevl-bëno Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Sevl-bëno Bî.

Sevl-bëno Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Sevl-bëno Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Sevl-bëno Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Sevl-bëno Bî's public wards, blessings, and other arcane systems.

Sevl-bëno Bî has an Theological Academy which trains clergy in various arcane and theological topics required for their occupations.

Sevl-bëno Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Sevl-bëno Bî's grid is powered by a god's will and kindness.

Sevl-bëno Bî's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Sevl-bëno Bî has a first rate hospital which caters to anyone in need of long term medical care.

Sevl-bëno Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Sevl-bëno Bî's natural decorations nor waterways.

Sevl-bëno Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Sevl-bëno Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

One or more crime bosses have a powerful influence within Sevl-bëno Bî. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.

Sevl-bëno Bî's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

In Sevl-bëno Bî rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Mercane near Sevl-bëno Bî are known to be quite timid.

Sevl-bëno Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves creating small tokens to channel Mysticism energies of tier 3 via guttural bellowing.
